SOC View: Merge FortiView

In 6.2, the FortiView module is merged into SOC view.

In FortiGate, FortiCarrier, and Fabric ADOMs, the FortiView module has been removed and merged into the SOC module.

The SOC module includes two tabs: FortiView and Monitors.
